City Clerk-Treasurer's Office

Susi has been employed with the City of Independence since October of 2015. Prior to her employment with the city, she obtained an Associates of Applied Science Degree in Accounting. Susi has applied for the designation of Iowa Certified Municipal Clerk and Iowa Certified Municipal Finance Officer.

The City Clerk/Treasurer is an Appointee of the City Council and serves at the City Council and City Administrator’s pleasure. The City Clerk is the connection joining the residents within the community to their government. The City Clerk/Treasurer is responsible for duties designated by the City Council, Independence Municipal Code and the Code of Iowa. This includes the creation and preparation of City Council agendas, recording and maintaining all Council records, proceedings and ordinances, issuing of liquor licenses and beer permits. The City Clerk regularly provides information concerning Council proceedings and ordinances to the general public and other City Departments. The Clerk’s office manages the financial and human resource functions for the city.



Duties & Responsibilities

The City Clerk-Treasurer is appointed by the City Council. The City Clerk-Treasurer attends all council meetings and is responsible for duties defined by the Code of Iowa and Code of Independence designated by the City Council.


Public Records

Currently, there are two staff members in the City Clerk's Office who are responsible for maintaining all public records, which consists of storage, retention and scanning of official records. The City Clerk-Treasurer receives and processes requests for such records.


Administrative Services

  • The City Clerk-Treasurer represents the City in direct contact with citizens on a daily basis. She greets visitors and answers the telephone directing and providing information to the appropriate departments as needed.
  • The City Clerk-Treasurer maintains, records, files and monitors local, state, and federal grants. She is responsible for filing applicable reports as required by law.
  • The City Clerk-Treasurer processes various types of municipal licenses and permits.
  • The City Clerk-Treasurer provides administrative services to the Mayor, City Council, and City Manager.
  • The City Clerk-Treasurer receives direction from and implements policy of the City Manager, Mayor, and City Council.

Financial Duties

The City Clerk-Treasurer performs and oversees all financial functions for the City including but not limited to:
  • Reporting finances
  • Maintaining accounts payable and receivable processes
  • Conducting monthly bank reconciliations
  • Investing City funds and monitoring investment performance
  • Processing payroll
  • Managing human resources

Board Member Appointments

The City Clerk-Treasurer processes and manages all records of appointments to various boards and commissions.


City Council Services

The City Clerk-Treasurer performs administrative functions including:
  • Taking official minutes of council meetings
  • Preparing of agenda
  • Copying and collating council packets
  • Preparing legal notices for publication as required by law
  • Preparing and providing initial drafts of ordinances, resolutions and contracts, etc.

Elections

The City Clerk-Treasurer performs duties in respect to elections as required by the Code of Iowa and the Code of Independence.
